City of Moscow (City Budget, City’s credit rating)

On 14-16 December 2010 Sergey Pakhomov, Acting Chairman of State Debt Committee of the City of Moscow, will take part in the Moscow Days in the Land of Hessen, Germany, as a member of the City of Moscow delegation. Within the framework of the Moscow Days in Hessen are planned: a Forum on Scientific and Technical cooperation in Wiesbaden and a meeting of the joint Russian-German working group on Moscow IFC development.

The 7th annual Conference "Regions and Cities of Russia.." (permalink )

On May 30th, 2007 State Debt Committee of the City of Moscow and Mosfinagency held the 7th annual Conference "Regions and Cities of Russia: “Organisation of financing of investment programmes " (Venue - Offices of the City of Moscow Government, 36/9 Novy Arbat Str.).

The Conference, earlier named “Regions and Cities of Russia: Borrowing as an Instrument of Economic Policy”, remains the only All-Russia forum on sub-federal and municipal borrowings in the Russian Federation.

Tht 7^th annual Conference focused mainly on the problems of financing national and long-term investment projects as well as on the prospects for private public partnership.

The main topics discussed at the Conference were:

- problems related to realization of top priority national projects and long-term investment programmes, the sources for their financing;

- new edition of the Budgetary Code and intergovernmental fiscal relations;

- cooperation of federal and local authorities for realization of investment programmes in the Russian regions and cities;

- mechanisms of attracting private capital for financing Russian regional and municipal investment programmes, prospects for development of private public partnership;

- development of municipal and sub-federal bond market in the Russian Federation, problems related to municipal and sub-federal debt management, prospects for establishment a Federal municipal financing agency, and other issues.
