The Conference “Regions and Cities of Russia..” held on the annual basis for several years remains the only all-Russian forum on debt management and financing of regional investment programmes. The 2008 Conference focused on the current problems of economic development of Russian regions and their investment policy, modern methods and mechanisms of financing from external sources, legal aspects of municipal and sub-federal borrowings (the Budgetary Code), the role of banks and big business in realization of infrastructural projects in Russian regions, analysis of relevant experience of leading foreign financial institutions, as well as on other issues related to financing investment programmes in Russian regions.
The Conference traditionally bring together for an active and fruitful discussion representatives from the office of the President of the Russian Federation, Russian federal legislative and executive authorities, the City of Moscow Government, Russian regional and local administrations, major Russian and international investment institutions and banks, international rating agencies.
