The Conference "Regions and Cities of Russia: Borrowing as an Instrument of Economic Policy" (25/05/2006)

The Conference (previously headed “Regions and Cities of Russia: Prospects and Opportunities for Debt Origination”) is held on an annual basis and at the moment is the only all-Russian forum on the aspects of sub-federal and municipal bond issuance and Russian regions and municipalities debt management.

Topics of 2006 Conference :
- budget cash management, temporally surplus budget funds management;
- the background and legal basis for establishment of a municipal debt management agency in the Russian Federation,
- the legislation of the borrowing of the subjects of the Russian Federation.

Speakers:
In the Conference participated speakers from:
- Legislative and Executive Authorities of the Russian Federation;
- Government of the City of Moscow;
- Regional and local administrations;
- Leading investment companies and banks;
- Major rating agencies;
- foreign agencies specialising in state and regional/municipal debt management.
