Regions and Cities of Russia: Borrowing as an Instrument of Economic Policy (12th May 2005) (permalink )

The Conference was organised by State Debt Committee of the City of Moscow and Financial Agency of the City of Moscow (Mosfinagency) with the assistance of International Assembly of Capitals and Cities. The objective of the Conference (previously named “Regions and Cities of Russia: Prospects and Opportunities for Debt Origination”) was to discuss the aspects of sub-federal bond issuance, the situation in the sub-federal and municipal bond market and prospects for its further development, legal regulations on domestic and external borrowing, debt management strategies applied by regions and cities of the Russian Federation. At the present moment the Conference is the only all-Russian forum on the above-mentioned issues.

Conference Topics

- Theory, practice and prospects of debt management effected by regions and muncicipalities in the Russian Federation.

 - The problems related to regional and municipal bond issuance, development of sub-federal and municipal bond market infrastructure.

- Borrowing as a way for attracting capital and acceleration of economic development. The necessity of borrowing for the regions.

 - The possible ways and means to improve the legal basis for regional and municipal borrowing.

 - The main trends in the investment policy of the subjects of the Russian Federation and municipalities. The efficiency of regional and municipal investments. - Regional and municipal investment mechanisms.

 - The role of banks in the economic development of the subjects of the Russian Federation.

Speakers: in the Conference participated speakers from legislative and Executive Authorities of the Russian Federation, the Government of the City of Moscow, regional and local administrations, leading investment companies and banks. Delegates: in the Conference participated more than 300 delegates from 180 institutions and companies, including delegates from the finanical and economic branches of 48 Russian municipalities and regional administrations and 15 Moscow representative offices of the Russian regions. It should be mentioned that the 2005 Conference showed the highest level of the Russian regions' participation as well as the activity of the representatives from the Russian regions as the speakers
