The objectives and functions of State Debt Committee of the City of Moscow,  as established by the appropriate Resolutions of the City of Moscow Government, include cooperation with federal and subfederal executive authorities, local authorities, etc. on the issues within the competence of the Committee and cooperation with foreign organizations and companies on the issues related to state and municipal debt and debt management.

For these purposes, the management of State Debt Committee of the City of Moscow and its subordintate Financial Agency of the City of Moscow (Mosfinagency) take part in various conferences, forums and similar events held  in the Russian Federation and abroad.

Starting from 2001, the Committee and Mosfinagency organize an annual Conference “Regions and Cities of Russia…”. The Conference, traditionally attended by high-ranking representatives of Russian regional and municipal authorities, top managers of the leading Russian and foreign banks, investment companies and financial institutions,  international rating agencies remains the only all-Russian forum for discussion of various issues related to debt origination and effective debt management, budget and budgetary policy of the Russian regions, financing regional and local investment programmes, public private partnership, economic development  and increasing investment attractiveness of the Russian regions.
